A message dated April 29, 2003, was read stating the Senate has                                     
passed HB 124 with the following amendment and it is transmitted for                                
consideration:                                                                                      
                                                                                                    
    SENATE CS FOR HOUSE BILL NO. 124(TRA)                                                           
    "An Act relating to commercial motor vehicle drivers and their                                  
    employers and to railroad-highway grade crossings; and providing
